Disable 5 minute cache on listwithmeta endpoint

The cache was introduced as a temporary workaround for high latencies with the listwithmeta endpoint on ETH Zurich's instance, but we haven't experienced this issue at Edinburgh yet and it's causing annoyances when creating new categories (since the main page doens't update).
